Our Team

Shirley Patterson York

Shirley Patterson York is a Consultant that works with HCBS Strategies Inc. on various projects as well as her own individual contracts. She has substantial experience with human services and health care systems, including both State level and local level service provision.  Shirley worked for the Minnesota Department of Human Services for twenty two years.  Her tenure included directing divisions of the Department responsible for continuing care services and insurance programs for people with disabilities and HIV/AIDS, as well as Quality Initiatives, Managed Care for Persons with Disabilities, Adult Mental Health, Chemical Health, and State Operated Services.  During the mid 1990s Shirley was Director of Health Care, responsible for managing eligibility and health care benefits for Medicaid, MinnesotaCare, and General Assistance Medical Care.  

Prior to her work in Minnesota, Shirley worked in Michigan as the director of case management and clinical support services in a multicounty agency responsible to provide services to people with mental illness, developmental disabilities, and chemical dependency.  During this time, Shirley developed the case management system and also the health care network for service participants in the region. 
Shirley’s work in system development, both in Minnesota and Michigan, required that she have skills to break new ground.  These efforts required a significant amount of research, design and development, and data analysis relating to evaluation of system performance.

Recently Shirley has begun work as a consultant.  Most recently she worked with HCBS Strategies to develop options for the District of Columbia’s personal care services and was a peer reviewer on the development of a concept paper for the Administration on Aging that addressed business process redesign to support consumer directed services.  Shirley is also currently providing consulting and assistance to disability service providers in North Carolina, and has done presentations regarding state strategies and national trends in services at meetings and conferences.
