New Contracts Awarded to HCBS Strategies!

HCBS Strategies has been awarded three new contracts with the States of Hawaii and Maryland. See below for more information.

Hawaii Executive office on Aging

HCBS Strategies was awarded the contract to assist Hawaii’s Executive Office on Aging (EOA) implement a systems change effort that includes enhancing their ADRCs and developing a participant-directed option. This contract will support the implementation of the 5-Year plan that HCBS Strategies assisted the state in developing. The effort will include developing key operations infrastructure, such as protocols for intake, assessment, options counseling, and support planning..

Maryland Aging and Disability Resource Center (ADRC) Liaison for the Money Follows the Person (MFP) Demonstration

HCBS Strategies was awarded a contract with the Maryland Department of Health and Mental Hygiene (DHMH) to assist them integrate key parts of Maryland’s MFP effort into the ADRC effort, known as the Maryland Access Point (MAP) program.  This will allow the state to maintained these initiatives the MFP grant expires.   This effort consists of the following tasks:

  • Background research: We will research work done by other states engaged in similar efforts and lay out the options and best practices that apply. 
  • Site analyses, action plans and technical assistance: We will conduct a review of the way the state and the localities currently operate before developing the required action plans.  It is essential that we understand the strengths and weakness of these operations in order to develop a meaningful plan and provide assistance that is useful. 
  • Support to DHMH and MDoA in developing strategic plans for integrating MFP components within MAP infrastructure: We have a considerable advantage in this area in that we have previous experience in development and analysis of ADRC infrastructure and strategic plans for other States.
  • Coordination and education, including participation in MFP and MAP advisory committees: We will work to provide coordination and technical assistance to stakeholders using a variety of methods as outlined further in our work plan

Maryland Options Counseling Grant Support

HCBS Strategies was awarded a contract with the Maryland Department of Aging (MDoA) to support the implementation of a grant from the Administration on Aging (AoA) to build Options Counseling infrastructure in Maryland’s ADRC program. Key tasks in this effort include the following:

  • Establishing infrastructure to facilitate collaboration among the state and local ADRC sites
  • Conducting background research and presenting proposed models for options counseling
  • Developing options counseling protocols for the initial intake, assessment and care planning, and ongoing case management business operations
  • Setting staff qualifications and training requirements
