Understanding the Challenges and Opportunities created by the Deficit Reduction Act

The Deficit Reduction Act of 2005 (DRA) made some of the most significant changes to Medicaid home- and community-based services since the creation of 1915(c) waivers in 1981. Shortly after the passage of the act, HCBS STRATEGIES was hired by the Administration on Aging to provide an analysis of how the act might impact the funding, regulation, and operations.

We have subsequently been working with a number of states, associations, and provider organizations to assist them in understanding the implications of the DRA.  This work helps our clients to determine how they should consider altering strategic plans because of the DRA.
