Under the ideal conditions, the long-term support delivery system maximizes individual choice and control over supports while allowing the government to accrue savings from reductions in administrative costs. Incorporating the individuals’ active role in the care they receive can be accomplished in a variety of ways.
One of the most prominent examples has been the Cash and Counseling Demonstrations and the Independence Plus waiver templates. Other states have incorporated the ability of individuals to have some level of consumer direction into other Medicaid funded programs, such as the state plan personal care option.
