Welcome to HCBS Strategies, Inc.

Our mission is to assist states, counties, and private sector organizations to design and implement cost effective, inclusive home and community based support delivery systems serving individuals with disabilities and long term illnesses.

Our clients include Medicaid agencies, other state agencies that rely on Medicaid funds, the federal government and other key stakeholders affected by the Medicaid program, such as individuals with disabilities, their advocates and providers.

HCBS Strategies, Inc. Celebrates over 5 years of providing consulting services with an emphasis on sustainability, quality and transparency.

HCBS Strategies, Inc. was founded by Steven Lutzky, Ph.D., a researcher, consultant, and former state and federal official with experience researching, designing, implementing and evaluating home and community based systems serving individuals with disabilities and long-term illnesses.

 

 

 

HCBS Strategies, Inc has been awarded a contract from The Hawaii Department of Health, Executive Office on Aging (EOA) to act as the as the Systems Change Developer in order to facilitate the goals and objectives of several projects funded through the ADRC  Expansion Grant, the Hospital Discharge Planning Grant, the Community Living Program Grant, the current home and community based services funded through the Older Americans Act, and the State’s KUPUNA CARE program.

 

 

 

 

HCBS Strategies, Inc has been awarded a contract from the Illinois Department on Aging (IDoA) to assist them in implementing a Quality Management Strategy (QMS) and to develop operational manuals for their programs. This effort follows up on a previous contract in which we developed a QMS that meets CMS requirements for 1915(c) waivers.
