Welcome to HCBS Strategies, Inc.

Our mission is to assist states, counties, and private sector organizations to design and implement cost effective, inclusive home and community based support delivery systems serving individuals with disabilities and long term illnesses.

Our clients include Medicaid agencies, other state agencies that rely on Medicaid funds, the federal government and other key stakeholders affected by the Medicaid program, such as individuals with disabilities, their advocates and providers.

HCBS Strategies, Inc. Celebrates over 5 years of providing consulting services with an emphasis on sustainability, quality and transparency.

HCBS Strategies, Inc. was founded by Steven Lutzky, Ph.D., a researcher, consultant, and former state and federal official with experience researching, designing, implementing and evaluating home and community based systems serving individuals with disabilities and long-term illnesses.

 

 

 

HCBS Strategies, Inc has been awarded a contract 

HCBS Strategies was hired to fulfill the role of the Systems Change Developer (SCD).  The SCD effort is building a five year strategic plan that will guide the development of operations infrastructure for Hawaii’s ADRC, Community Living Program (CLP) and Person-Centered Hospital Discharge Planning efforts.  The infrastructure will streamline access to HCBS, help target scarce resources to individuals at greatest risk of institutionalization and Medicaid spend down, and provide a participant-directed option under the state-funded Kupuna Care program.

 

 

 

 

 

HCBS Strategies, Inc has been awarded a contract from the Illinois Department on Aging (IDoA) to assist them in implementing a Quality Management Strategy (QMS) and to develop operational manuals for their programs. This effort follows up on a previous contract in which we developed a QMS that meets CMS requirements for 1915(c) waivers.
